SUPERVISORY COUNCIL MEMBER WITH ACCOUNTING BACKGROUND

 

The Supervisory Council (Raad van Toezicht) of the Uitvoeringsorgaan Sociale en Ziektekosten Verzekeringen (SZV) is entrusted with overseeing the strategic and operational integrity of the organization. SZV is the key institution responsible for implementing and managing Sint Maarten’s national social and health insurance schemes. It operates as an autonomous public entity under the responsibility of the Minister of Public Health, Social Development, and Labor (VSA).

 

The Council ensures that SZV operates transparently, efficiently, and in compliance with laws and regulations, while safeguarding the interests of all stakeholders.

 

COMPOSITION

The Supervisory Council consists of seven members, each bringing a mix of professional expertise relevant to SZV’s mission. Members are nominated based on integrity, experience, and the ability to provide independent and strategic oversight.

 

For this vacancy, SZV is specifically seeking a Council Member with proven expertise in Accountancy who will contribute to strengthening financial oversight, internal control, and risk management.

 

ROLE

The Supervisory Council’s primary role is to guide and supervise the management of SZV in the broadest sense. Members regularly review operational performance, the organization’s financial position, investment strategy, and risk profile. 

 

The Council member with Accountancy expertise will contribute to the collective responsibilities of the Council, with particular focus on providing expert guidance on the following matters:

  • Review and evaluate financial reports, budgets, forecasts, and annual accounts;
  • Overseeing compliance with accounting standards, financial risk management principles, and corporate governance requirements;
  • Evaluating the adequacy of internal controls, audit mechanisms, and the administrative organization;
  • Monitoring investment strategies, cost-effectiveness, and fiscal sustainability of the insurance funds;
  • Contribute to strategic discussions on tariffs, premiums, and long-term fiscal planning;
  • Translating complex financial and risk information into clear, actionable advice for Council decision-making.
  • Other matters related to this field of expertise.

 

This role requires a high level of professional skepticism, analytical ability, and the capacity to bridge technical accounting matters with strategic governance.
 

REQUIREMENTS

In addition to meeting the general requirements for Council members, candidates for this position must have:

 

Education & Experience

  • A bachelor’s or master’s degree in Economics, Accountancy, Finance, or a closely related discipline;
  • A minimum of 7 years of relevant professional experience, of which 5 years in a senior financial, accounting, or financial auditor role;
  • Proven expertise in accountancy, audit, or risk management, preferably within public sector finance or social insurance systems;
  • Knowledge of risk management principles, corporate governance, and financial compliance frameworks;
  • Experience in assessing and interpreting complex financial statements, budgets, and performance indicators.

 

Skills & Competencies

  • Strong analytical ability with attention to both strategic and operational implications;
  • Expertise in assessing risk management systems, internal controls, and audit findings;
  • Familiarity with economic and market factors affecting social and health insurance schemes;
  • Political and environmental awareness, with the ability to operate impartially and independently;
  • Excellent communication skills and the ability to present financial and auditing insights clearly to non-financial stakeholders;
  • Commitment to ongoing professional development in the field of economics, financial reporting, and governance.

 

General Requirements for All Council Members

  • Resident of Sint Maarten and of impeccable character;
  • Able to pass integrity screening and submit a Certificate of Good Conduct;
  • Willing to dedicate sufficient time to prepare for and attend quarterly and ad-hoc meetings;
  • No conflicting positions or functions as defined by the National Ordinance.
