SZV is responsible for the administrative and financial management of the social and health insurances of Sint Maarten. Providing access to medical insurance benefits to employees and their families, pension allowances, loss of wages for employers, and ensuring compliance in premium collection. On behalf of SZV, BDO is looking for: SUPERVISORY COUNCIL MEMBER 

The Supervisory Council (Raad van Toezicht) of the Uitvoeringsorgaan Sociale en Ziektekosten Verzekeringen (SZV) is entrusted with overseeing the strategic and operational integrity of the organization. SZV is the key institution responsible for implementing and managing Sint Maarten’s national social and health insurance schemes. It operates as an autonomous public entity under the responsibility of the Minister of Public Health, Social Development, and Labor (VSA).

 

The Council safeguards the interests of all stakeholders while ensuring that SZV fulfills its mission in a transparent, compliant, and efficient manner.

 

COMPOSITION

The Supervisory Council consists of seven members, each bringing a mix of professional expertise relevant to SZV’s mission. Members are nominated based on integrity, experience, and the ability to provide independent and strategic oversight.

For this vacancy, SZV is specifically seeking a member with expertise in Economics and Financial Reporting, who will, together with other members, be responsible for providing financial oversight and strategic advice in these areas.

 

ROLE

The Supervisory Council’s primary role is to guide and supervise the management of SZV in the broadest sense. Members regularly review operational performance, the organization’s financial position, investment strategy, and risk profile. The member with Economics and Financial Reporting expertise will contribute to the collective responsibilities of the Council, with particular focus on providing expert guidance on the following matters:

  • Evaluate financial reports, budgets, forecasts, and annual accounts;
  • Assess the sustainability of social and health insurance funds;
  • Monitor investment strategies, asset allocation, and performance;
  • Advise on cost-effectiveness, financial risk management, and compliance with accounting standards;
  • Contribute to strategic discussions on tariffs, premiums, and long-term fiscal planning;
  • Provide oversight on the effectiveness of internal controls and the administrative organization, and;
  • Other matters related to this field of expertise.

 

This role requires the ability to translate complex financial and economic information into clear advice for decision-making by the Council and to safeguard the prudent management of resources entrusted to SZV.


REQUIREMENTS

In addition to meeting the general requirements for Council members, candidates for this position must have:

 

Education & Experience

  • A bachelor’s or master’s degree in Economics, Accountancy, Finance, or a closely related discipline;
  • A minimum of 7 years of relevant professional experience, of which 3 years in a senior financial, accounting, or governance role;
  • Demonstrated expertise in public sector finance, social insurance funding, and/or investment portfolio management;
  • Knowledge of risk management principles, corporate governance, and financial compliance frameworks;
  • Experience in assessing and interpreting complex financial statements, budgets, and performance indicators.

 

Skills & Competencies

  • Strong analytical ability with attention to both strategic and operational implications;
  • Capability to assess asset allocation strategies and evaluate investment performance;
  • Understanding of economic and market trends affecting social and health insurance schemes;
  • Political and environmental awareness, with the ability to operate impartially and independently;
  • Excellent communication skills and the ability to present financial insights clearly to non-financial stakeholders;
  • Commitment to ongoing professional development in the field of economics, financial reporting, and governance.

 

General Requirements for All Council Members

  • Resident of Sint Maarten and of impeccable character;
  • Able to pass integrity screening and submit a Certificate of Good Conduct;
  • Willing to dedicate sufficient time to prepare for and attend quarterly and ad-hoc meetings;
  • Not holding any function incompatible with Council membership under the National Ordinance.
