ABOUT THE INTEGRITY CHAMBER

The Integrity Chamber Sint Maarten is an independent public body established to promote and safeguard integrity within the public sector. It investigates alleged integrity violations, advises on integrity policy, and contributes to transparent, accountable, and sound public administration. The Supervisory Council provides independent oversight of the lawfulness of the Integrity Chamber’s activities and performs the responsibilities assigned to it under the applicable national ordinance.

 

ROLE SUMMARY 

The Supervisory Council Member serves as one of three members of the Supervisory Council and contributes independent legal judgment, governance oversight, and strategic guidance. The member reviews complex and sensitive matters, supports objective and well-reasoned decision-making, and helps safeguard the Integrity Chamber’s independence, credibility, effectiveness, and public trust.

Given the composition of the three-member Supervisory Council, the successful candidate is required to bring substantial and demonstrable legal expertise, ensuring that the Council collectively maintains the balance of legal, governance, and oversight competencies necessary to fulfil its statutory responsibilities.

 

KEY RESPONSIBILITIES:

  • Provide independent oversight: Oversee the lawfulness, integrity, and effectiveness of the Integrity Chamber’s activities in accordance with the applicable legal framework.
  • Review complaints and supervisory matters: Consider complaints and other matters concerning the Integrity Chamber’s exercise of its statutory powers, applying due process and sound legal reasoning.
  • Contribute legal expertise: Interpret relevant legislation, regulations, governance standards, and procedural requirements, and translate them into balanced supervisory decisions and recommendations.
  • Support strategic governance: Advise on institutional development, governance, risk, accountability, and measures that strengthen the Integrity Chamber’s effectiveness and public standing.
  • Exercise independent judgment: Assess complex, sensitive, and potentially high-profile matters objectively, impartially, and free from political or external influence.
  • Collaborate as a three-member Council: Prepare for and participate actively in meetings, engage constructively with fellow members, and work toward well-considered decisions while retaining independent judgment.
  • Promote public trust: Act as an ambassador for the Integrity Chamber’s mission and uphold the highest standards of integrity, confidentiality, professionalism, and ethical conduct.
  • Fulfil reporting and governance duties: Contribute to the Council’s rules of procedure, annual reporting, statutory advice, and other oversight activities required by law.

QUALIFICATIONS AND SKILLS: 

  • Master’s degree in Law (LL.M.), Juris Doctor (J.D.), or an equivalent legal qualification from an accredited institution.
  • Minimum of ten (10) years of progressively responsible legal experience in constitutional law, administrative law, governance, regulatory oversight, compliance, investigations, public sector accountability, judicial practice, or a closely related field.
  • Demonstrated expertise in governance, statutory and regulatory frameworks, integrity systems, ethics, accountability, and due process.
  • Proven experience in senior advisory, oversight, board, supervisory, judicial, regulatory, or governance roles.
  • Strong understanding of the legal, constitutional, and administrative framework of Sint Maarten and the Kingdom of the Netherlands, including principles of good governance, public accountability, and independent oversight.
  • Extensive experience evaluating complex, sensitive, and high-profile matters and reaching balanced, well-reasoned conclusions.
  • Demonstrated ability to act objectively, impartially, independently, and free from political, organizational, or personal influence.
  • Experience working in the Caribbean region and an understanding of the governance and societal dynamics of small-island jurisdictions.
  • Excellent written and verbal communication skills in English and Working proficiency in Dutch.
  • Ability to satisfy all applicable statutory eligibility, independence, integrity, and incompatibility requirements for members of the Supervisory Council.

TERMS OF EMPLOYMENT 

  • Appointment is for a period of three years and may be renewed once, subject to the applicable legal provisions.
  • A Category A security screening and comprehensive integrity assessment form part of the selection procedure.
  • The successful candidate must remain compliant with all statutory incompatibility and independence requirements throughout the appointment.
  • Remuneration and other appointment conditions will be communicated during the selection process.
