ABOUT KADASTER

Stichting Kadaster- en Hypotheekwezen St. Maarten (Kadaster) is the official registrar of the ownership of immovable properties in St. Maarten. Individuals and establishments such as notaries, real estate companies, banks, and law firms, as well as the judiciary system utilizes the information from Kadaster as the official registrar of properties. Based on its tasks as established by law, Kadaster plays a crucial role in the overall economic development of St. Maarten.

 

ROLE SUMMARY 

The Innovation and IT Manager leads Kadaster St. Maarten’s technology strategy, ensuring the effective management, security, and continuous enhancement of IT systems and digital platforms. As a member of the Management Team, the role drives digital transformation initiatives across GIS, digital services, and business intelligence to strengthen operational efficiency and service delivery. The position ensures that IT infrastructure is secure, scalable, and aligned with organizational objectives and regulatory requirements, while providing leadership to the IT function and managing key stakeholders. Through strategic oversight and innovation, the role contributes to operational continuity, data integrity, and public trust in Kadaster’s services.

 

KEY RESPONSIBILITIES: 

  • Lead and manage the Innovation & IT function: Oversee daily operations, team performance, and workflow management, ensuring efficient service delivery, compliance, and continuous staff development.
    • Develop and manage IT strategy and plans: Formulate and execute annual and long-term IT and innovation strategies aligned with Kadaster’s organizational objectives and digital transformation agenda.
    • Drive digital transformation initiatives: Lead the implementation of key technologies including GIS, digital services, business intelligence tools, and digital archiving to enhance operational efficiency and service accessibility.
    • Oversee IT infrastructure, systems, and cybersecurity: Ensure that IT systems are secure, scalable, and reliable, with strong data protection, risk management, and regulatory compliance frameworks in place.
    • Manage budgeting and resource allocation: Prepare, monitor, and control the IT budget, ensuring efficient allocation of financial and technical resources in line with strategic priorities.
    • Manage stakeholders and vendor relationships: Collaborate with internal departments, government entities, and external technology partners to deliver effective, innovative, and future-proof IT solutions. 
    • Ensure IT governance and compliance: Establish and enforce IT policies, standards, and procedures to support organizational resilience, data integrity, and regulatory adherence.
    • Lead innovation and continuous improvement: Identify emerging technologies and opportunities to enhance processes, improve service delivery, and develop Kadaster’s position as a modern, digitally enabled organization.

 

QUALIFICATIONS AND SKILLS: 

  • Bachelor’s or Master’s degree in Information Technology, Computer Science, or a related field and relevant experience will also be considered.
  • At least 5+ years of experience in IT management, digital transformation, or a similar leadership role.
  • Strong expertise in IT infrastructure, cloud computing, cybersecurity, and enterprise software solutions.
  • Proficiency in database management and data analytics tools (e.g., SQL, Power BI, Tableau). And, Familiarity with emerging technologies (e.g., AI, IoT, blockchain) and how they can be applied to public sector innovation
  • Experience with GIS (Geographical Information Systems) and data management is a plus.
  • Excellent leadership, project management, and problem-solving abilities.
  • Ability to drive innovation and manage change effectively.
  • Strong communication and collaboration skills.
  • Fluency in English (required) and Dutch (preferred).

TERMS OF EMPLOYMENT 

• Remuneration is competitive and will be negotiated with the successful candidate.

• The position may require occasional travel to attend meetings, conferences, and 

site visits.
