ROLE SUMMARY
The Director of Air Traffic Services (ATS) is responsible for managing the Air Traffic Services Division to ensure the safe, orderly, and efficient handling of air traffic within the Juliana Terminal Control Area (TMA) for arriving, departing, and overflying aircraft. The role is accountable for ensuring that departmental objectives are achieved and that all applicable ICAO Standards and Recommended Practices (SARPs), national regulations, and internal policies are implemented and maintained. The position reports to the Managing Director and supervises the Manager Radar Control and the Manager Tower Control.
KEY RESPONSIBILITIES:
Strategic Planning and Policy Development
- Lead development and implementation of ATS strategies, policies, and long-term vision aligned with organizational goals
- Monitor industry developments, interpret regulations, and translate international standards into organizational impact
- Advise senior management, present proposals, and support strategic decision-making processes
- Guide departmental structure, staffing, and execution of key ATS projects and initiatives
Air Traffic Control Operations
- Lead and oversee ATS operations to ensure safe, efficient, and orderly air traffic management
- Implement and optimize air traffic plans, procedures, and airspace utilization for maximum safety and efficiency
- Ensure availability of compliant systems, equipment, and high-performing, competent ATC personnel
- Drive continuous improvement through system evaluation, innovation, and capacity enhancement initiatives
Aeronautical Information and Communications Services
- Manage Aeronautical Information and Communications Services in accordance with established national and international standards and recommended practices.
- Ensure the flow of information necessary for the safety, regularity, and efficiency of international air navigation.
- Ensure uniformity and consistency in the provision of aeronautical information required for the operational use of computer-based navigation systems.
- Oversee the administration of Aeronautical Information Services.
- Maintain direct liaison with foreign AIS and related services for the dissemination and exchange of aeronautical information and data.
- Provide frequency management and utilization for ATC/COMS and navigational aid facilities.
- Implement and update communication plans and programs.
Radio, Navigation, and Approach Aids
- Oversee provision and maintenance of navigation, radio, and approach aids to support safe and effective air traffic operations
- Ensure optimal positioning, compliance, and operational readiness of all navigation and communication systems
- Monitor performance, usage, and maintenance of aids and facilities to ensure continuous service quality
- Ensure all systems, including visual aids, meet regulatory, safety, and licensing standards
Leadership and Employee Management
- Lead and manage ATS personnel to ensure compliance, performance, and adherence to regulations and standards
- Drive staff productivity, quality assurance, and continuous improvement through effective problem-solving and change implementation
- Develop and motivate a competent workforce through training, performance management, and career development
- Monitor and evaluate staff performance against departmental goals while overseeing key personnel matters
QUALIFICATIONS AND SKILLS:
- Bachelor’s or Master’s degree in Air Traffic Management, Aviation, Aeronautical Engineering, or a related field.
- A minimum of 10 years of progressive experience in Air Traffic Services and/or Air Navigation Services, including at least 5 years in a senior management or leadership role.
- Valid Air Traffic Control (ATC) license/rating (Radar and/or Tower Control)
- ICAO or equivalent aviation regulatory certifications
- Extensive knowledge of ATS operations, airspace management, and aviation safety frameworks
- Strong understanding of aviation regulations and international standards (ICAO) with ability to interpret and apply them
- Proven leadership, strategic planning, and organizational development capabilities
- Strong communication, advisory, and decision-making skills at senior management level

TERMS OF EMPLOYMENT
• Remuneration is competitive and will be negotiated with the successful candidate.
• The position may require occasional travel to attend meetings, conferences, and
site visits.
